You get the hookshot in ocarina of time, you have to go to the graveyard and pull back a grave. I don't know which one so just keep pulling them back and a hole should appear. Go in and dampee will challenge you to a race if you beat him he will give youu the hookshot then you will see a room in front of you, go in and play the song of time.

I though it was pretty funny. As a child, go to Kakariko village. Enter the house with the door facing the grave yard behind the chicken farm thing. Talk to the guys who are dancing. The newest one should be the one with the wallet. Go to the cemetery in the light world and open the grave on the top right you need the titans gloves to move the black rocks anyways push the grave to open it then go down and soon you will find a box inside is the magic cape.
If it's the same as the original version, then you can get a free one under a grave that had flowers near it if you pull it at night. You can get a discount on the one in the shop by talking to the guard in Kakariko Village by the entrance to Death Mountain. She will open a path which will lead you to her husband's grave where you will receive the Zora Armor. Dampe's grave is in the Kakariko Graveyard. From the entrance, go up, make a left, and pull the 1st grave to the left to get to Dampe's grave.
